Here's the code to change the ESP32 DHCP server gateway/ip address. Then when the Android phone connects to the ESP32 as a client, it hits the /generate_204 URL and the ESP32 responds with a 302 redirect to the captive portal page. What did the trick was changing the ESP32's DHCP server config so that the ESP32 is at IP address 1.2.3.4 - an address that is not used normally, but is not in any local IP address ranges. The phone wouldn't even hit /generate_204 if the IP address from the DNS server was in a local IP address range. I was having trouble getting this to work on my Android 8.0 device mainly because my ESP32 was set as an access point with the gateway address being 192.168.4.1 - but Android 8.0/chrome did not like that the captive portal check URLs were being served from a "local" IP address range, so no captive portal. These two pages had relevant info that pushed me in the right direction. I did a lot of searching for the trick to make this work.
